1. The position of adverbs of frequency is before the main verbs (eat, go, make, do- в значении “делать”, etc.), but after the verb to be and after auxiliary verbs (can, must, do, etc.).

He can never wake up early.

2. The adverb never has a negative meaning and it is never used with not.
